In this complex tale of double- and triple-cross, Jack Ryan (Harrison Ford) is now the Deputy Director of Intelligence. He has promised Congress there would be no black ops in Colombia in return for increased funding to fight the drug lords. In the meantime, a friend of President Bennett (Donald Moffat) has been slaughtered by the Cali Cartel for skimming $600 million dollars. Bennett wants revenge so he declares the Cartel to be “a clear and present danger.” He has his National Security Advisor James Cutter (Harris Yulin) and CIA Deputy Director of Operations Robert Ritter (Henry Czerny) get John Clark (Willem Dafoe) to head a black ops team sent to Colombia to destroy members of the Cartel, against what Ryan promised Congress. When Felix Cortez (Joaquim de Almeida), a henchman to main drug lord Ernesto Escobedo (Miguel Sandoval), has the FBI Director assassinated in Bogota, Ryan gets caught in the cross fire literally, and realizes that he will be the scapegoat for the illegal operations that he discovers when he hacks into Ritter’s computer. After an illegal and not terribly successful attempt by Cutter to bomb the villa where the drug lords are meeting, Cortez works a deal with Cutter to kill Escobedo and take over the Cartel. Ryan goes in to rescue John Clark and his soldiers, who think Ryan betrayed them.
